10.A. - Page 19 eCouncil, and the duties and functions of said boards and commissions shall be prescribed by the eCouncil, unless otherwise specifically provided in this Charter. No person shall be appointed to a specific board or commission for more than four full consecutive terms. A partial term to which a person is appointed to fill a vacancv on anv board or commission shall not be included in computing consecutive terms. The full term during which a member may resign shall be included in the same manner as if no resignation had taken place. If a member is not reappointed after serving one or more terms, such member may be appointed in a later appointment cvcle and shall be ehizible to serve four consecutive terms from the date of the later appointment. Full terms or partial terms served prior to January 1. 2010 shall be included in computiniz consecutive terms. When a member completes a term without being reappointed to the succeeding term, includiniz instances in which a member is not reappointed because of the term limits set forth herein, such member shall continue to serve until their successor is appointed and qualified. All members of such boards and commissions shall, at the time of their appointments and continuously during their incumbencies, be residents and electors of the City unless otherwise provided by the Council. CONSOLIDATION OF OFFICES: More than one office and the powers and duties thereof maybe consolidated under a single officer by ordinance of the eCouncil, or by order of the eCity mManager, provided that the office of eCity MManager shall not be abolished. Additional powers, functions, and duties may be assigned by ordinance to any office, board, or commission hereby established. The eCouncil may abolish or change any office established by ordinance, and may prescribe, distribute, and consolidate the functions and duties of offices so established. Section 23. DEPARTMENT RULES: Each department head shall have power to prescribe and enforce reasonable rules and regulations not inconsistent with this Charter or ordinances of the eCity, or general laws of the sState, for the conduct of the employees of the department of which he4s they are in charge, for the distribution and transaction of its business, and for the records and property under his their control. Section 24. OFFICIAL BONDS: The eCouncil shall determine which officers shall give bonds for the faithful performance of their official duties and fix the amount of such bonds. Such officers, before entering upon their duties, shall execute bonds to the eCity in the penal sum required, which bonds shall include other officers of which they may be ex -officio incumbents. Said bonds shall be approved by the eCouncil and filed with the eCity eClerk. That of the eCity eClerk shall be filed with the Mayor. The premium of such bonds shall be paid by the City. Section 25.
