Carmel district, I appreciate the concerns of individuals who feel that <br />remodels (or perhaps more accurately, tear downs and replacements) of homes in the area seem <br />"out of place" in our neighborhood. I strongly disagree that a historic district designation is <br />appropriate. <br />The neighborhood has for many years been notable for its variety of sizes and ages of housing. That <br />is one of the neighborhood's strengths, and it would be a shame to lose that. Moreover, many of the <br />smaller, older properties that are being torn down are in poor condition and do not meet current <br />earthquake, fire and other safety requirements. Allowing the changes that are already occurring to <br />continue will invigorate the City's housing stock and ensure that Mt. Carmel remains a desirable <br />neighborhood. <br />It is already far too late to limit the neighborhood to nearly 100 year old bungalows. Additional layers <br />of review and red tape at this point would only serve to enrich those who had sufficient means to <br />significantly enlarge their properties already, while those of us who have not and cannot yet do so are <br />at risk of permanently having the value of our homes stunted as compared to those of our neighbors, <br />thus suffering a double injury of having our properties limited in value while in the literal shadows of <br />our neighbors who were able to make changes before new limits and procedures were place. <br />1 am very much opposed to any historical district and additional design review requirements being <br />applied to the Mt.
