PREPARATION OF DRAFT EIR 4.1 Administrative Draft EIR 4.1.1 General Format, Introduction and Summary 4.1.2 Setting, Impacts and Mitigations. Completion of supplemental setting, impacts, and mitigations evaluations and write-ups for all nine "focus topic" chapters in SEIR rather than MND format. SEIR format generally warrants a setting, impact and mitigation text that is more comprehensive and detailed than a typical MND text. 4.1.3 Project Consistency with Local and Regional Plans. Completion and evaluation of the consistency of the proposed project changes with applicable local and regional plans, and associated write-up (required for SEIR: not required for original MND approach) 4.1.4 CEQA-Required Assessment Conclusions. Completion of evaluation and write-up describing how the proposed project "changes affect the previous Midpoint Technology Park EIR conclusions with regard to the following CEQA- required EIR conclusions (not required for original MND approach): . Growth-Inducing Effects . Significant Unavoidable Adverse Effects . Irreversible Environmental Changes . Cumulative impacts . Effects Found Not to Be Significant 4.1.5 Alternatives to the Proposed Action. Completion of an evaluation and write-up describing how the proposed project changes affect the alternatives identification and evaluation conclusions in the previous Midpoint Technology Park EIR. 4.2 "Screen Check" Draft SEIR (incl. draft Notice of Completion and draft SCH Environmental Document Transmittal) 4.3 Public Release Draft SEIR (incl. final Notice of Completion and final SCH Environmental Document Transmittal) 1Added to comply with CEQA Guidelines section 15082, subsection (a) (Notice of Preparation). 2Added to comply with CEQA Guidelines section 15082, subsection (c) (Meetings), sub-subsection (1), which states that for projects of statewide, regional or areawide significance, the lead agency shall conduct at least one scoping meeting pursuant to CEQA Guidelines section 15206.
