<br />78 <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />February 13, 2006 <br /> <br />Subject <br />Urgency Ordinance rescinding the effective date of February 1, 2006 for Ordinance No. 2287 <br />which amended sections 20.96 through 20.96.21 of the Redwood City Municipal Code <br />regulating parking and traffic in Downtown Redwood City and identifying May 1, 2006 as the <br />effective date thereof. <br /> <br />Recommendation <br />Adopt by a five/sevenths (517) vote of the City Council an Urgency Ordinance rescinding the <br />effective date of February 1, 2006 for Ordinance No. 2287 which amended sections 20.96 <br />through 20.96.21 of the Redwood City Municipal Code and identifying May 1, 2006 as the <br />effective date thereof. <br /> <br />Background <br />On August 22, 2005, the City Council adopted Ordinance No.2287 which amended sections <br />20.96 through 20.96.21 of the Redwood City Municipal Code regulating parking and traffic in <br />downtown Redwood City. The Ordinance is designed to address increased vehicular <br />parking and traffic demands largely attributable to the opening of the "On Broadway" retail- <br />cinema project (the "Project") in downtown Redwood City. The effective date of Ordinance <br />No. 2287, hereinafter The Downtown Parkina Manaaement Plan or "Parking Plan", was <br />selected to allow a period of time for City administrative and enforcement personnel to <br />transition from the then existing regulatory provisions to those being newly enacted. <br />Further, said effective date was selected to prevent conflicts between on-going construction <br />in the downtown area and parking and traffic demands. <br /> <br />The opening of the Project has been delayed and is currently not anticipated to open until on <br />or about May 1, 2006. The parking prices established by the Ordinance were developed to <br />respond to the anticipated increase in demand for parking spaces as well as to enhance <br />traffic circulation in the downtown area. Concern exists that if the Ordinance is enforced as <br />of February 1, 2006 there is likely to be a shortage of vehicular parking in some areas of the <br />downtown and underutilization of parking spaces in other areas. Further, if Ordinance <br />No.2287 is to be enforced at this time and prior to the opening of the Project, such <br />enforcement would be detrimental to the effective management of parking and traffic in the <br />downtown area.
