<br />78 <br />Page 3 <br /> <br />Urgency Ordinance No. <br /> <br />AN URGENCY ORDINANCE RESCINDING THE EFFECTIVE DATE <br />FEBRUARY 1, 2006 FOR ORDINANCE NO. 2287 WHICH AMENDED <br />SECTIONS 20.96 THROUGH 20.96.21 OF THE REDWOOD CITY <br />MUNICIPAL CODE AND IDENTIFYING MAY 1, 2006 AS THE <br />EFFECTIVE DATE OF ORDINANCE NO. 2287 <br /> <br />The City Council of Redwood City does ordain as follows: <br /> <br />Sectiion 1. <br /> <br />A. <br /> <br />Findinqs. This Council hereby finds and declares as follows: <br /> <br />On August 22, 2005, the City Council adopted Ordinance No. 2287 which <br />amended sections 20.96 through 20.96.21 of Chapter 20, Article VII of the <br />Redwood City Municipal Code which regulate parking and traffic in <br />downtown Redwood City. Said Ordinance became effective February 1, <br />2006. <br /> <br />B. <br /> <br />Ordinance No. 2287 is designed to address increased vehicular parking <br />and traffic demands largely attributable to the opening of the "On <br />Broadway" retail-cinema project (the "Project") in downtown Redwood <br />City. <br /> <br />C. <br /> <br />The effective date of said Ordinance was selected to allow a period of time <br />for City administrative and enforcement personnel to transition from the <br />prior regulatory provisions to those provisions newly enacted. Further, <br />said effective date was selected to prevent conflicts between on-going <br />construction in the downtown area and parking and traffic demands. <br /> <br />D. <br /> <br />The opening of the Project has been delayed and is currently not <br />anticipated to open until on or about May 1, 2006. The parking prices <br />established by the Ordinance were developed to respond to the <br />anticipated increase in demand for parking spaces as well as to enhance <br />traffic circulation in the downtown area. Concern exists that if the <br />Ordinance is enforced, there is a likelihood of a shortage of vehicular <br />parking in some areas of the downtown and underutilization of parking <br />space in other areas. Further, if Ordinance No. 2287 is to be enforced at <br />this time and prior to the opening of the Project, such enforcement would <br />be detrimental to the effective management of parking and traffic in the <br />downtown area.
