<br />7C <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 13, 2006 <br /> <br />Subject <br />Downtown Parking Ordinance Implementation <br /> <br />Recommendation <br />Introduce the attached Ordinance, which establishes a new effective date of May 1 , 2006 for the <br />Parking Ordinance adopted on July 25, 2005. <br /> <br />Executive Summary <br />On July 25, 2005 staff presented a Parking Management Plan (liThe Plan") to the City Council to <br />ensure convenient, efficient, and orderly use of Downtown parking as the magnitude and pattem <br />of Downtown parking demand changes. <br /> <br />The Plan proposed changes to the current Downtown parking system that are summarized as <br />follows: <br /> <br />Recommendation 1: Establish parking prices on the fair market rate. <br />Recommendation 2: Eliminate time limits. <br /> <br />Recommendation 5: <br /> <br />Switch meters in the core area to computerized pay-by-space <br />models. <br /> <br />Utilize Downtown meter revenue for parking and traffic related <br />improvements pursuant to Section 20.121. <br /> <br />Modify the parking permit program. <br /> <br />Recommendation 3: <br /> <br />Recommendation 4: <br /> <br />This ordinance was written to create a parking system which would do a good job of handling <br />parking in Downtown after the opening of the "On Broadway" retail-cinema project. When the <br />ordinance was originally crafted the best available information said that mid-February would be <br />the completion date for the project. Now, however, the project isn't slated to open until May. <br /> <br />Having the new parking program debut so far ahead of the retail-cinema project is not <br />recommended by staff. The ordinance was always meant to debut shortly before the cinema <br />project and it is recommended that the effective date be revised to keep in line with this original <br />intent.
