The <br />recommendations (which will serve as a starting <br />point for League policy and lObbying in this area) <br />will be considered by the League board of direc- <br />tors at their February meeting. <br /> <br />The issue of flood control has been at the <br />forefront of issues raised by both legislators and <br />the governor. In order to fully engage in legislative <br />discussions, the League formed a Flood Control <br />Working Group consisting of elected officials and <br />staff to propose the initial policies and guiding <br />principles and to assist in reviewing legislation. <br /> <br />One of the key questions for cities is how to <br />balance the need to build housing, with the need to <br />avoid putting people in harm's way due to develop- <br />ment in flood prone areas with inadequate levee <br />and flood protection infrastructure.
