<br />7. STAFF REPORTS <br /> <br />A. Agreement between the County of San Mateo and the City of Redwood City, <br />as fiscal agent for Redwood City 2020, for Differential Response - CITY <br />COUNCIL <br /> <br />Redwood City 2020 Executive Director Tajel Shah gave the report stating that on <br />February 13 a more thorough report will be given to Council on Redwood City 2020 <br />and the last academic school year that includes findings and test scores. She <br />stated that this model allows the community to work with the families to provide <br />critical services in the hopes that the family would never become a child welfare <br />case in the future. It is seen as a really strategic early intervention program and <br />Redwood City was chosen as one of the two pilot cities in San Mateo County. The <br />city has the second largest number of child welfare cases in the County and is part <br />of a strong collaborative through 2020 that enables quick and efficient service to <br />families. She explained the workflow explained how the program keeps families <br />safer earlier and ultimately, save money in the long term. <br /> <br />Bob Rybicki, Youth and Family Enrichment Services (YFES) Executive Director, <br />concurred that they are trying to prevent the 90% from becoming the 10% and that <br />infrequently in the 90% of those cases, there are risk factors not safety issues. <br />Intervention much further up the line brings much more success in keeping people <br />out of the foster care system. <br /> <br />Council Members comments included that this is an example of partnership and <br />that it is what Redwood City is trying to be, a true community partner. The number <br />of families that will be helped through this type of service is immeasurable. <br /> <br />Recommendations: <br />MIS Foust/Howard to approve and authorize the City Manager to execute the <br />agreement between the City of Redwood City as fiscal agent for Redwood City <br />2020 (RC 2020), and the County of San Mateo - Human Services Agency to <br />support the full implementation of Differential Response (Differential Response) in <br />Redwood City for a total amount of $905,537.00. The motion passed by a <br />unanimous voice vote.
