(ABA) - Redwood City Branch Library in Redwood Shores. <br /> <br />Recommendation <br />Approve and authorize execution of Amendment No.1 to the Agreement with ABA to <br />revise the design to incorporate the value engineering recommendations and alternative <br />bid items into the final Contract Documents, in an amount not to exceed $41,902.50. <br /> <br />Background <br />The City initially contracted with ABA to assist the City in completing the State Grant <br />application for the proposed Community Branch Library in Redwood Shores. I n a very <br />competitive competition with other cities and public agencies, Redwood City was <br />notified on November 19. 2003, that Grant Funds were approved by the State in the <br />amountof$10.1 million. <br /> <br />In addition to the State's Grant funds, an additional $4.3 million in GID 1-64 funds have <br />been approved for this project. <br /> <br />On April 27, 2004, the City issued a subsequent Agreement with ABA to prepare <br />construction documents. The 95% design has been completed, but the construction <br />cost estimate of $14,100,000 exceeds the $12,300,000 amount available for <br />construction. A value engineering session was held to review the cost and to seek cost <br />reduction recommendations. A savings of approximately $850,000 was identified in <br />value engineering savings along with identifying $320,000 of alternative bid items. <br /> <br />Also, the GID 1-64 Committee met and agreed to reserve an additional $1 million, if <br />required. With the value engineering suggestions, alternative bid items, and reservation <br />of additional funding from GID 1-64, staff is ready to advertise and award the <br />construction as soon as the State approves the final design. <br /> <br />Alternative <br />1. Council can elect to not approve Amendment No.1 and thus, not authorize the <br />consultant to include the value engineering recommendations and alternative bid <br />items, and not approve the project. The existing site would remain undeveloped, and <br />the City would forfeit Grant Funds in the amount of $10.1 million. <br /> <br />2.
