ATTY/CHARTER AMENDMENTS/2018/2018 FINAL CHARTER AMENDMENTS REV: 07-18-18 VR Page 24 of 45 (17) To appoint a Port Attorney who shall be the same person who is at that time cCity aAttorney and who shall continue to act as Port Attorney during such time as he they may continue to be cCity aAttorney, whose duty it shall be to pass upon the form and legality of all contracts within the jurisdiction of the Board, give legal advice to the Board on official matters, defend and (subject to direction from the Board) prosecute or compromise all actions at law or in equity and special proceedings for or against the City of Redwood City or any officer thereof in his their official capacity, pertaining to matters within the jurisdiction of the Board. The Board shall fix and provide for his their compensation which shall be in addition to his their compensation from the cCity as cCity aAttorney. (18) To do and perform any and all other acts and things which may be necessary and proper to carry out the general powers of the cCity, or any of the provisions of Sections 47 to 50a of this Charter, and to exercise all powers not in conflict with the constitution of the sState, or with this Charter, germane to the scope of is powers, purposes and duties. RELATION TO CITY MANAGER AND COUNCIL: The cCity mManager and City Council shall be notified of the time and place of the holding of all meetings of the Commission and shall have the right to attend and address the Commission at such meetings. The Secretary of the Commission shall, within two (2) days after the adjournment of each meeting of the Commission, furnish the cCity mManager and City Council with a copy of the minutes of such meeting. The files of the Commission shall be open to inspection by the cCity mManager or the City Council at all reasonable times. The Board shall annually, at a meeting designated by the Council, report on the preceding year’s activities and accomplishments, and future plans and objectives. POWERS AND DUTIES OF PORT MANAGER: The Port Manager shall have such powers and duties as shall be prescribed from time to time by the Board by ordinance. Section 48. HARBOR LANDS: All tidelands and submerged lands within the Port Area, whether filled or unfilled, heretofore and hereafter acquired by the City of Redwood City from the State of California, are hereby declared to be required for use for purposes in connection with or for the promotion and accommodation of commerce, navigation or fishery and shall, except as herein provided, continue to be withheld for such purposes. It shall be unlawful to grant, sell, convey, alienate, transfer or otherwise dispose of, any part of or any interest in such tidelands and submerged lands, or appurtenances
