<br />ATTY/CHARTER AMENDMENTS/2018/2018 FINAL CHARTER AMENDMENTS <br />REV: 07-18-18 VR <br />Page 30 of 45 <br />6. The authorization granted to the Board by this section to issue revenue bonds is <br />complete and no authorization for their issuance shall be required except as provided in this <br />section, and Section 65 of this Charter shall not apply; provided, however, that the provisions of <br />this section shall constitute an alternative method of financing and that the cCity may, in its <br />discretion, provide for the financing of any facilities or improvements in the Port Area in any <br />other manner permitted by this Charter or the laws of the State of California, including the <br />issuance of general obligation bonds of the cCity therefor. <br /> <br />7. Revenue bonds issued under this section shall not be taken into consideration in <br />determining the bonded indebtedness which the cCity is authorized to incur and shall be <br />excluded from any limitation provided by Section 65 or otherwise by this Charter or by law on <br />the amount of bonded indebtedness of the cCity. (Section 50b added April 10, 1962, ratified by <br />Legislature June 29, 1962.) (As amended April 11, 1978, certified by Secretary of State June 12, <br />1978) <br /> <br />FINANCES <br /> <br />Section 51. BUDGET: <br /> <br />Upon a date established by motion of the City Council At least thirty (30) days before the <br />commencement of a fiscal year, the City Manager shall submit to the Council a proposed budget <br />for all departments to be known as the general budget. Said budget shall include estimates of the <br />revenues and expenditures of the cCity departments for the ensuing year. These estimates shall <br />be compiled from detailed information obtained from the several departments on uniform blanks <br />to be furnished by the City Manager. The classification of the estimates of expenditure shall be as <br />nearly uniform as possible for all departments and shall give the following information: <br /> <br />(a) A detailed estimate of the expense of conducting each department as submitted by the <br />department. <br /> <br />(b) Expenditures for corresponding items for the last two fiscal years. <br /> <br />(c) Estimated expenditures and appropriations for corresponding items for the current <br />fiscal year. <br /> <br />(d) Such other information as is required by the Council or that the City Manager may <br />deem advisable to submit. <br /> <br />Sufficient copies of such budget shall be prepared and submitted so that there may be copies on <br />file in the City Clerk's office for inspection by the public unless the Council publish the same in <br />the official newspaper. The Council shall have the power to revise, correct or modify said <br />proposed budget in any particular.
