<br />ATTY/CHARTER AMENDMENTS/2018/2018 FINAL CHARTER AMENDMENTS <br />REV: 07-18-18 VR <br />Page 38 of 45 <br />under the authority conferred by the general laws of the State now in effect or which may <br />hereafter be enacted; provided, however, that the Council may by ordinance adopt a procedure <br />for the improvements of streets, alleys, rights of way or other public places, the laying of pipe and <br />conduits and the removal from buildings, lots and grounds, and the sidewalks opposite thereto, <br />of dirt, rubbish, weeds and other rank growth and materials which may injure or endanger <br />neighboring property or the health or welfare of the inhabitants of said cCity, and for making and <br />enforcing assessments against the property benefited or affected thereby or from which such <br />removal is made for cost of such improvements or removal, and may make such assessments a <br />lien on such property superior to all other claims or liens thereon except sState, county and <br />municipal taxes, but no such ordinance shall prevent or limit the cCouncil from proceeding under <br />any of the general laws of the State now in effect or which may be hereafter enacted, referring to <br />said purposes. It is the intention of this Charter to permit the cCouncil of said cCity to proceed in <br />all matters referred to in this section under the general laws of the State now in effect or hereafter <br />to be enacted. <br /> <br />Section 75. BOOKS AND RECORDS TO SUCCESSORS: <br /> <br />All officers and boards shall deliver to their successors all papers, books, documents, records, <br />archives and other properties pertaining to their respective offices or departments, in their <br />possession or under their control. <br /> <br />Section 76 deleted April 11, 1978, certified by Secretary of State June 12, 1978. <br /> <br />Section 77. PROHIBITED FINANCIAL INTERESTS: <br /> <br />No cCity officer shall be financially interested in any contract, sale or purchase contrary to the <br />provisions of the general laws of the State as the same now exist or may hereafter be amended. <br />(As amended April 12, 1960, ratified by Legislature January 24, 1961.) <br /> <br />Section 78. NO PAYMENT FOR OFFICE: <br /> <br />No officer or employee of the cCity shall give or promise to give to any person any portion of his <br />their compensation, or any money or thing of value in consideration of having been, or of being <br />nominated, appointed, voted for or elected to any office or employment. <br /> <br />Section 79. NO CONTRIBUTIONS FOR EMPLOYMENT: <br /> <br />No officer or employee shall accept any donation or gratuity in money, or other thing of value, <br />either directly or indirectly, from any subordinate or employee, or from anyone under his their <br />charge, or from any candidate or applicant for any position as employee or subordinate in any <br />department of the cCity. <br /> <br />Section 80. NO FAVORITISM IN PUBLIC CONTRACTS: <br /> <br />No officer or employee of the cCity shall aid or assist a bidder in securing a contract to furnish
