Delivery of such envelope shall be the responsibility of <br />such owner or operator. The failure of such owner or operator to make <br />such payment within the fifteen (15) days shall render such owner or <br />operator subject to the penalties provided for violation of the provisions of <br />this Division <br /> <br />Sec. 20.192--20.199.
