MANNER OF ESTABLISHING PARKING METER ZONES: <br />Parking meter zones in streets, public rights-of-way, and publicly <br />controlled off-street parking facilities rates and regulations for use therein <br />shall be as established in this Division. <br /> <br />Sec. 20.116.
