5. SPECIAL ORDERS OF THE DAY — A. Proclamation: American Heart Association Mayor Pierce read the proclamation and thanked the American Heart Association for all its work. Chuck Harvey thanked City Council requesting that everyone spread the awareness and support the "Go Red for Women" campaign. B. Presentation: Library Activities Library Director Dave Genesy gave an update of the various library activities using a PowerPoint presentation (on file in the City Clerk Department). 6. ORAL COMMUNICATIONS AND CONSENT CALENDAR - CITY COUNCIL Shelly Masur, Redwood City School District Trustee, acknowledged the partnerships with the Redwood City Library and Redwood City 2020, stating that she would be giving an update on District test scores and the Superintendent search. She stated that the test scores have continued to rise, rising 155 points over the past 6 years, which is the largest of any district in the County. Focus on the only three schools where scores did not rise is ongoing. The partnership with the City is an important one and the Superintendent should be a person committed to community participation. A search firm was hired that conducted community forums, key informant interviews, and over 150 people were talked to that resulted in a profile of what everyone is looking for. That profile is someone who is committed to community and partnerships, has an understanding of the curriculum who can be an academic leader, and a strong leader in the area of finance and the budget. Candace WuChang Lee stated she is a resident since 1985, a member of the State Bar, a licensed contractor, real estate broker, a notary and works very hard. She said she wanted to raise the awareness of how the city officials should utilize time properly during business hours. She referred to a long awaited investigation requested on August 23, 2004 and submitted a letter with three issues. Maria Diaz Vivian clarified a misquote in the newspaper stating that she is happy and admired the Council for its proactive approach in providing the funds to squelch the gang activity in the city. She further stated her gratitude for the Police Department, suppression team, Sheriff Horsley and Supervisor Jacobs - Gibson. She stated that her displeasure was directed at San Francisco Mayor Gavin Newsom for his lack of attention to the citizens who went through the rain to City Hall and found nobody to meet them. She provided a copy of a new Neighborhood Association brochure stating that in conjunction with the Police Department, the brochure provides neighbors a mechanism in which to participate in crime prevention.
