Approve the Joint City Council and Redevelopment Agency minutes of January 9, <br />2006; <br />Council Member Howard stated that the extension of the Downtown exemption to <br />the Traffic Impact Mitigation Fee (TIMF) was approved unanimously as an <br />incentive for development for up to 18 months or until a revised program is <br />adopted. She further stated that the discussion involved the hope of encouraging <br />developers to wait until the Downtown Precise Plan (Plan) comes before the City in <br />order to make their work compliment what is proposed in the Plan. She asked if <br />the minutes could reflect that intention so that developers would be aware and <br />work with the City collaboratively with the Plan and that is why the exemption was <br />extended. <br />Council Member Hartnett stated that developers have the right to submit <br />applications under existing zoning but for large projects, it is easier for the City and <br />most likely for the developers, to wait until the Plan is done because the overall <br />roadmap is clearer for everybody. The hope would be that it would result in <br />approval of a project more quickly. <br />M/S Howard /Foust to add Council comment to page 9, Item 9.13 as follows: There <br />was general Council discussion about consideration of larger projects being more <br />productive after the Precise Plan is adopted. The motion passed by a <br />unanimous voice vote.
