<br /> SA <br /> Page 5 <br />General Plan and Zoning Compliance <br />The proposed amendments are consistent with the General Plan. Non-Motorized Transportation <br />Policy #1 of the Circulation Element specifically states: <br /> Amend the Zoning Ordinance with regard to regulations governing building <br /> setbacks, the location of parking lots, and reduced parking requirements to create a <br /> more, pedestrian oriented built environment. These amended zoning requirements <br /> shall be applied to selected areas of Redwood City, including the Downtown area <br /> and other selected areas where transit and pedestrian-oriented mixed use <br /> development could take place. <br />In addition, the General Plan calls for reduced parking requirements around the Train <br />Station and other areas of mixed use development. (Public Transportation Policy #3 and #9 <br />of the Circulation Element). <br />Environmental Review <br />State Guidelines for the California Environmental Quality Act (CEQA) provide a Categorical <br />Exemption (Class 5, Section 15305 of the Guidelines) for "minor alterations to land use <br />limitations... that do not result in changes in land use or density." <br />The above parking amendments are exempt under this classification as they comprise minor <br />alterations to limitations outlined in the Zoning Ordinance, and no changes in land use or <br />density are proposed. <br />Parking Facilities Agreement Compliance <br />As per the Parking Facilities Agreement between the City and the retail-cinema developer these <br />proposed parking standards have been reviewed by the Parking Advisory Committee.
