<br />RESOLUTION APPROVING LEASE AGREEMENT AND BIDDING DOCUMENTS FOR <br />LAND CONSISTING OF A PORTION OF THE EMERALD HILLS WATER TANK <br />PROPERTY FOR A COMMUNICATION SITE; AND AUTHORIZING CALL FOR BIDS <br />THEREFORE <br /> <br />6.4 Section - Claims and Warrants <br /> <br />A. STAFF REPORTS <br /> <br />A. <br /> <br />Police Activities League (PAL Loan Guarantee and Proposed Long Term <br />Plan for Repayment by PAL <br /> <br />Staff contact: Carlos Bolanos, Police Chief 780-7122 cbolanos@redwoodcity.org <br /> <br />The City Council authorize the City to payoff the outstanding loan prior to March <br />19,2006, not to exceed $1.5 million dollars, that PAL now carries with Bay Area <br />Bank. Furthermore, the City Council direct staff to enter into a long term loan pay <br />back agreement with PAL wherein PAL agrees to pay back half of the loan <br />amount to the City over a period of 22 years. The actual agreement, including all <br />terms and conditions, would be prepared by outside legal counsel retained by the <br />City Attorney's Office to avoid any potential conflict of interest and thereafter <br />submitted to the City Council for approval. <br /> <br />B. Downtown Precise Plan and Environmental Impact Report (EIR) - CITY <br />COUNaUREDEVELOPMENTAGENCY <br /> <br />Staff contact: Tom Passanisi, Principal Planner 780-7237 tpassanisi@redwoodcity.org <br /> <br />Recommendation <br />1 . Authorize staff to approve the agreement with Wagstaff and Associates to <br />begin preparation of the Downtown Precise Plan EIR but not to exceed cost of <br />work in an amount of $60,000.00 until the contract comes back to Council for <br />full authorization. <br />2. Approve Amendment No.3 to contract with Freedman Tung & Bottomley to <br />complete work on the Downtown Precise Plan. <br />3.
