PUBLIC HEARING(S) AGENDA PAGE NUMBER 375 <br />A. Request by the Acclaim Companies for a General Plan Amendment, <br />Downtown Precise Plan Amendment, Downtown Planned Community <br />Permit including ten guideline deviations and a historic preservation <br />standard exception, Use Permit, and Tentative Parcel Map to develop a <br />multi -story addition to the historic landmark/historic district <br />contributor at 847-849 Main Street ("Project'). The proposed mixed-use <br />office/retail Project would exceed the General Plan and Downtown <br />Precise Plan Maximum Allowable Development cap ("MAD" cap) for <br />office square footage within downtown Redwood City. Pursuant to <br />California Environmental Quality Act ("CEQA") Guidelines sections <br />15162 and 15163, a Supplemental Environmental Impact Report was <br />prepared for the Project, which provides supplemental analysis of the <br />environmental impacts already identified and analyzed in the 2011 <br />certified Final Downtown Precise Plan Environmental Impact Report <br />("EIR"), and analyzes the aspects of the current Project that fall outside <br />of the previous EIR analysis (601) <br />Recommendation: <br />Hold a public hearing and <br />1. Adopt a resolution to Certify the Final Supplemental Environmental <br />Impact Report ("Final SEIR") for the 851 Main Street Project; to make <br />and adopt the Findings and Statements Required by CEQA and <br />Statement of Overriding Considerations pursuant to CEQA <br />Guidelines; and to adopt the Mitigation Monitoring and Reporting <br />Program ("MMRP") prepared for the Project (Attachment 1); <br />2. Adopt a resolution to Approve the General Plan Amendment to <br />increase the nonresidential development cap for the Mixed Use - <br />Downtown land use designation (Attachment 2); <br />3.
