6.1.A. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager August 27, 2018 SUBJECT Provide Information Technology (IT) support services to the City of East Palo Alto during Fiscal Year (FY) 2018-19 with an automatic renewal for FY 2019-20 RECOMMENDATION By motion, approve and authorize City Manager to execute a one-year agreement to provide information technology support services to the City of East Palo Alto between July 1, 2018 and June 30, 2019, with an automatic renewal for FY 2019-20 BACKGROUND In the mid-1990s, the City's Information Technology (IT) Division began offering technology support services to other municipalities within San Mateo County. Initial clients were limited to those already using, or interested in implementing, the same financial system the City is using (Universe), and services were limited to the development and support of financial, human resources, payroll, and budgeting systems. In 2007, the City began providing expanded IT services to the City of East Palo Alto. The expanded services included design, implementation, and infrastructure maintenance, as well as providing desktop support for end users and overseeing other applications. These expanded services effectively positioned the City's IT staff to function as East Palo Alto's IT department. The City's IT division currently provides IT services for the Cities of Burlingame, East Palo Alto, Los Altos Hills, and Portola Valley, as well as the Port of Redwood City and Silicon Valley Clean Water. ANALYSIS The agreement to provide IT services to the City of East Palo Alto commenced in 2007 and included the development of a rent stabilization software application. Since 2007, the City has entered into one or multi-year contract extensions with the City of East Palo Alto.
