6.1.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />August 27, 2018 <br />SUBJECT <br />Provide Information Technology (IT) support services to the City of East Palo Alto <br />during Fiscal Year (FY) 2018-19 with an automatic renewal for FY 2019-20 <br />RECOMMENDATION <br />By motion, approve and authorize City Manager to execute a one-year agreement to <br />provide information technology support services to the City of East Palo Alto between <br />July 1, 2018 and June 30, 2019, with an automatic renewal for FY 2019-20 <br />BACKGROUND <br />In the mid-1990s, the City's Information Technology (IT) Division began offering <br />technology support services to other municipalities within San Mateo County. Initial <br />clients were limited to those already using, or interested in implementing, the same <br />financial system the City is using (Universe), and services were limited to the <br />development and support of financial, human resources, payroll, and budgeting <br />systems. <br />In 2007, the City began providing expanded IT services to the City of East Palo Alto. <br />The expanded services included design, implementation, and infrastructure <br />maintenance, as well as providing desktop support for end users and overseeing other <br />applications. These expanded services effectively positioned the City's IT staff to <br />function as East Palo Alto's IT department. <br />The City's IT division currently provides IT services for the Cities of Burlingame, East <br />Palo Alto, Los Altos Hills, and Portola Valley, as well as the Port of Redwood City and <br />Silicon Valley Clean Water. <br />ANALYSIS <br />The agreement to provide IT services to the City of East Palo Alto commenced in 2007 <br />and included the development of a rent stabilization software application. Since 2007, <br />the City has entered into one or multi-year contract extensions with the City of East Palo <br />Alto. <br />
