REPORT
August 27, 2018
SUBJECT
Amendment No.
CDM Smith, Inc.
6.1.H. - Page 1
To the Honorable Mayor and City Council
From the City Manager
1 to Amended and Restated Agreement for Professional Services with
RECOMMENDATION
By motion, approve and authorize the City Manager to execute Amendment No. 1 to the
Amended and Restated Agreement for Professional Services with CDM Smith, Inc.,
extending the term of the agreement for a period of two years, regarding a feasibility
study for the Downtown Transit Center and Broadway Streetcar line
BACKGROUND
On March 28, 2016, the City Council authorized a professional services agreement with
CDM Smith to conduct a feasibility study for the Downtown Transit Center and
Broadway Streetcar study. This agreement, for $450,000, would conduct alternatives
analysis for various streetcar lines and short and long-term improvements to the
Downtown Transit Center.
ANALYSIS
Due to competing staff priorities, the study has taken longer than expected, and an
extension of time is required to continue work. The contract, originally proposed for a
period of approximately two years, expired in March of this year. This extension of time
allows work to continue through March 2020 (Attachment 1). However, it is expected
that the study will be considered well in advance of this date.
ALTERNATIVES
The City Council may choose not to approve the extension of time. This means that all
work with CDM Smith on the Downtown Transit Center and Broadway Streetcar study
would halt.
