6.1.M. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
August 27, 2018
SUBJECT
New Station Alerting System for Fire Stations 9, 10, 11, 12 and 20
RECOMMENDATION
By motion, approve Agreement with Telecommunications Engineering Associates (TEA)
for Fire Station Alerting System Hardware, Software and Services and authorize the
City Manager to execute the agreement in the amount of $147,061.35
BACKGROUND
In San Mateo County (SMCO) all fire agencies utilize Public Safety Communications
(PSC) for fire department dispatching. As part of this system each fire station utilizes
one type of alerting system to notify the station of a call for service. The technology in
place now has far outlived its life -expectancy and is in need of replacement.
Telecommunications Engineering Associates (TEA) is the contractor that is used by
SMCO fire agencies to build, support and manage the infrastructure for the fire
agencies' radio system which includes station alerting and radio communications. TEA
has engineered a replacement for the obsolete station alerting system that has been
approved by all fire agencies.
ANALYSIS
The installation of this system has been waiting on some unrelated benchmarks that
have now been reached. It was planned that the new system would be installed during
the Fiscal Year 2016-2017. The installation will now occur after July 31, 2018.
ALTERNATIVES
No alternatives exist at this time as this technology is part of a county -wide system.
FISCAL IMPACT
The total cost is $147,061.35. Redwood City is part of FIRENET6 which is a JPA for fire
agencies in the south part of the county that helps to fund and coordinate the radio
infrastructure for the participating agencies. The funding for the replacement station
alerting will be partially covered by FIRENET6 in the amount of $50,000. This project is
included in the adopted Capital Improvement Program.
