6.3.B. - Page 2
ANALYSIS
The Town of Woodside has requested an Amendment No.8 to the Sanitary Sewerage
Treatment Capacity Rights and Services Agreement to amend the Service Area Map for
the Town Center Sewer Assessment District (TCSAD). This amendment would add the
property at 151 Mountain Home Road (APN 073-112-110) in the Town of Woodside into
the Town Center Sewer Assessment District. This is proposed because the property
has a failed septic system that could become a public health problem if not addressed.
Exhibit "A" of the attached proposed agreement shows the current Town Center Sewer
Assessment District service area. Exhibit "B" of the proposed agreement is the addition
of the property at 151 Mountain Home Road in the Town of Woodside (APN 073-112-
110) into the service area, as stated in the Town's Resolution No. 2018 — 7232 dated
June 12, 2018.
In the seven prior amendments to the Agreement, a total of sixteen parcels were added
to the service area for TCSAD. Based on recent flow meter readings and connection
counts from the Town of Woodside, the Town's current sewerage flow is less than 50%
of the 100,000 gallons per day of treatment capacity purchased from the City. With the
proposed addition of one property, it is estimated that an additional 270 gallons per day
will be generated from TCSAD. TCSAD's total flow will remain well below the agreed
100,000 gallons per day for treatment capacity.
The Fair Oaks Sewer Maintenance District will also have to consent to this Amendment,
as the flow from TCASD initially passes through FOSMD's sewage collection system
before the effluent is conveyed into Redwood City's sewage collection system and then
onto SVCW's wastewater treatment plant in Redwood Shores.
ALTERNATIVES
Do not approve Amendment No. 8 to Sanitary Sewage Capacity Rights and Services
Agreement. The property owner will have to seek another alternative for sewer
connection or abandon their home property.
FISCAL IMPACT
In accordance with the Sanitary Sewerage Treatment Capacity Rights and Services
(Town of Woodside) Agreement, the Town will pay Redwood City the metered costs, as
established by the agreement. The costs include sewage transmission, treatment, and
capacity rental. The incremental increase from this property will be billed according to the
agreement.
