6.3.E. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager August 27, 2018 SUBJECT Delay the Application of New Special Event Fees Charged to Organizations Hosting Events that are Open to the Community for a Period of Six Months, and Authorizing the City Manager to Extend the Delay for an Additional Six Month Period RECOMMENDATION Adopt a resolution to delay the application of new special event fees for organizations that host events open to the public for an initial period of six months and authorize the City Manager to extend the delayed application of such new special event fees for an additional six months, if necessary, in order to allow the City Council's Ad Hoc Committee to provide recommendations to the full Council. Special event fees in place prior to May 8, 2017 would continue to be applied BACKGROUND In June 2016, the City entered into a professional services agreement with Matrix Consulting Group ("Matrix") to conduct a two-phase Comprehensive Fee Study ("Fee Study"). Citywide services, such as public safety, are funded out of the General Fund with the assumption that all residents benefit from the provision of these services. Fees are charged for services which are requested by a subset of the population, including fees to process development applications and to fund services required for special events. The purpose of the Fee Study was to recommend revisions to City fees to ensure fees were set at a level to recover the cost of the services provided, while taking into consideration fees charged elsewhere. The Fee Study also assessed opportunities to add, where appropriate, new fees for services currently provided but not being charged, and to eliminate fees for services no longer offered. If fees for City services are not set and charged at a level that fully covers the cost of providing the service, the General Fund is used to fund the services provided. This means that resources typically used to provide community -wide services are used to provide services provided to groups.
