Redwood City charges fees to non-profit organizations for City Facility usage and for Outdoor Special Events (Festivals etc.). The recently approved City facility fees ensure that non-profit organizations are treated in the same manner when they use City facilities. Staff does not propose any changes to these fees. With respect to Special Events fees, Fire and Police Department fees have increased to reach cost -recovery levels and there also are new Fire and Police fees charged for services provided for "Special Events or Carnival/Fairs"; these fees were not charged in the past. When the total event fees are calculated using the newly -adopted fee schedule, a hosting organization is likely to experience a significant cost increase over fees charged in prior years. The City Council has requested that staff support a City Council Ad Hoc Committee which will study whether a different approach should be taken for fees charged to organizations providing special events that are open to the public. The Ad Hoc Committee has been formed and will meet August 29, 2018, to begin to analyze this issue. Staff anticipates the Committee may meet two or three times this fall and that the Committee will make recommendations to the City Council before the end of the year. Several special events that are open to the public are planned for the fall and winter. Given that the City Council is actively studying a new approach for fees charged to organizations when they provide special events open to the entire community, and that numerous such events are planned in the next several months, staff recommends that the City Council delay the application of new fees (adopted by Resolution 15583) charged to these organizations. The delay would be in effect for six months during which time the City Council will consider recommendations from the Ad Hoc Committee. The initial six-month delay would allow the City to continue to consider revisions to its special event fees. The City Manager will be authorized to extend the initial six-month period for an additional six months. In the interim, staff would continue to assess Community Development, Police, and Fire fees the same as in years past — following Chapter 33's special event fee structure, and charging for the direct costs of Police and Fire personnel, rather than the fully burdened rate identified in the new fee structure. ALTERNATIVES Direct staff to charge the special event fees set in the most recently approved Fee Structure.
