CLK-Pamela Aguilar Monday, August 27, 2018 10:21 AM CLK-Maria Vazquez FW; Friendly Acres proposed residential permit program Follow up Flagged Sent: Saturday, August 25, 2018 12:06 PM To: GRP -City Council <council@redwood city.org> Cc: Council -Janet Borgens <jborgens@redwoodcity.org> Subject: Friendly Acres proposed residential permit program Dear Council Members, I am writing to you regarding the proposed permit program because my family will be effected by this program and I have several concerns which I do not feel have been adaquitly addressed. 1) The parking problem we have currently, which is the motivation for residents to request a permit program, has nothing to do with Stanford and is mostly a problem after 6 pm and on weekends, times which do not apply to the permit program. The current problem is due almost entirely to, what historically was considered, illegal garage and in-law conversions. As you know these conversions used to require adequate on-site parking. Apparently, the state of California has disallowed parking as an midagating factor in these conversions. The result is what was once a single family home have become multiply units. Of coarse every unit has multiple members with cars but NO on-site parking. The supposed relational for this was to help provide affordable housing. The reality is that this as worsened housing costs because now landlords charge more because they know the cost of the rent is being shared among multiple families. 2) The rule limiting permits to 3 per household. My household consists of my husband, our two sons (both of whom drive), and myself. We have 4 cars, no driveway, and our garage has been converted. What are you going to do about people like me? Tell us we can't have more than 3 cars? There are residents who attend every neighborhood meeting who do not understand the rule is 3 and no more. Does the Redwood City Council really stand behind telling tax paying citizens how many cars they can have? 3) When Stanford came to our neighborhood and asked for our support in getting their building project built they stated they would be very accommodating and a "good" neighbor. I asked a Stanford representative directly if Stanford planed on charging for parking as that would adversely effect our neighborhood. She stated not at this time. Stanford could have chosen not to charge and our position should be very clear. If Stanford is going to create a parking problem for the neighborhood by choosing to charge employees and patients to park then Stanford is responsible for paying for the remedy for that problem. Because we are forced to implement a permit program during the day, Monday through Friday (which does nothing to help with the parking problems we currently have) Stanford should pay for it.
