6.1.D. - Page 2
cost (personnel and supplies). To extend the maintenance agreement for another two
years, City staff were notified that a new County agreement template would be required
and the City Attorney's office and County Counsel have been working together to
resolve language issues in the new template. The Parks, Recreation and Community
Services Department staff provided background information about the three party
agreement, review of maintenance standards, and a revision of the agreement to reflect
what has now been approved by the City Attorney's Office and County Counsel. The
County continues to be extremely supportive of the relationship and responsibilities for
maintenance at Garfield School.
ALTERNATIVES
The City Council may choose not to approve the agreement.
FISCAL IMPACT
The yearly service cost is based on the cost of staff time, equipment use, and field
products. For the remainder of FY 2018-19 and for FY 2019-20, the County will pay the
City in the amount of $72,434.
ENVIRONMENTAL REVIEW
This action is not a "project" within the meaning of the California Environmental Quality
Act because it will not result in a direct physical change in the environment nor a
reasonably foreseeable indirect physical change in the environment. (Public Resource
Code § 21065; Guidelines § 15378) Even if this activity were a "project", the action
would be considered categorically exempt pursuant to Section 15304, Class 4 of the
California Environmental Quality Act Guidelines, which allows minor alterations to land.
LUCAS WILDER
MANAGEMENT ANALYST II
3ge
CHRISTOPHER BETH
PARKS, RECREATION AND COMMUNITY SERVICES DIRECTOR
