EXHIBIT "A" <br />SCOPE OF SERVICES <br />Task 1: Preparing a Work Plan to establish a Mt. Carmel Historic District <br />Consultant shall work with City Staff in the preparation of a detailed Work Plan to establish a Mt. Carmel <br />Historic District, as follows: <br />Tasks and Fixed -Fee Budget: <br />Tasks Fee <br />1 Identify those specific tasks and steps necessary to establish a district as a Local $3,680 <br />National Register Eligible District and listing as a California Register of Historic <br />Resources (if applicable) <br />2 Provide recommendations on the appropriate public outreach (notifications, <br />meetings, educational resources, etc.) and suggesting a community engagement <br />strate <br />3 Identifygy <br />the types of consultant resources that are typically used by cities for <br />development of historic districts <br />4 Identify those changes to the Municipal and/or Zoning Codes that would need to be <br />completed for a new historic district designation <br />5 Provide an overview of the CEQA process that would be expected for the creation of <br />a new historic district <br />6 Prepare a general timeline (in months) for eachtask/ste of the Work Plan <br />7 Identi the ex eded cost/budget to corn tete each tas ste of the Work Plan <br />8 Identify the alternatives or variables that the City may want to consider in the Work <br />Plan and any possible challenges/threats that could be expected <br />9 Attendance at three in-person meetings and participation in three conference calls* $1,860 <br />_ Total Fixed Fee $5,540 <br />*Note: The proposed budget for this task is a fixed fee. The fixed fee would be reduced if the actual <br />number of in-person meetings are not needed. <br />Deliverables: In an iterative process, Consultant would prepare a Draft Work Plan that incorporates, at <br />a minimum, the items described above, an Excel spreadsheet containing summary task <br />line items with approximate duration and costs, and a Gantt chart that visually illustrates <br />an expected timeline for the completion of all the tasks identified in the Work Plan. The <br />Draft Work Plan will include one round of revisions and a Final Work Plan will be <br />developed that incorporates all Staff edits and comments. <br />Timeframe: Consultant shall prepare the Final Work Plan, Budget, and Schedule within six weeks of <br />City authorization, which will include one round of City staff review (expected to be one <br />to two weeks). <br />REV: 08-07-18 VR <br />Page 10 of 13 <br />ATTY/AGR.2018.167/Metropolitan Planning Group, Inc. - Professional Svcs: Historical <br />
