I'd
like to ask you to review the attached materials and to bring up any other ideas that you
believe are missing so that we can add them at the beginning of the meeting. During the
discussion you will have the opportunity to champion themes or areas of concern, discuss
and vote on priorities.

I see the three goals of the meeting as enabling Council to: 1) review priority areas and
subtasks; 2) develop recommendations for tasks that need to be addressed in the current
2- year budget, those that need on-going attention and support, those to eliminate or
postpone and long-tenn focus items; and, 3) provide additional direction to staff
regarding the priorities. Final decisions regarding priorities will be made closer to the
actual budget sessions when more data is available regarding the fmancial status of the
City.

It is important to remember that the City is still at deficit funding level so any new or
changed priorities will require one of three choices - fund the new item by removing
funds from something else, take funds from reserves, or increase revenues.

To help focus this discussion there are several documents included in this packet:

1. Discussion agenda prepared by Shauna Wilson of Peninsula Conflict Resolution
Center

2. Summary document that takes the infonnation from the February 6th Council Priority
setting session, 2005 Priorities, the two community input sessions, and PACT
Community Builders input and arranges this into major themes with subtopics.
Financial infonnation regarding subtasks has been provided by city staff
and incorporated by Ms. Wilson.

..---.------...--------..--.--------- ,.- _..-----
