<br />6.1C <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />and the Redevelopment Agency Board from <br />the Ci Mana er and Executive Director <br /> <br />March 13, 2006 <br /> <br />Subject <br />Award of Contract - Jefferson Avenue In-Roadway Crosswalk Warning Light System <br /> <br />Recommendation <br />Approve the Contract Documents, and award the contract for the Jefferson Avenue In- <br />Roadway Crosswalk Warning Light System Project to the lowest informal bidder, <br />Republic Electric of Novato, California, in the amount of $37,780.00. <br /> <br />Background <br />The mid-block crosswalk on Jefferson Avenue (between Middlefield Road and <br />Broadway) adjacent to the Post Office and future Paseo pathway project is to be <br />enhanced with pedestrian-activated flashing warning lights in the pavement along the <br />crosswalk lines, and flashing pedestrian warning signs, on both sides of the streets. <br />This essential safety feature for pedestrians crossing Jefferson Avenue at this location <br />was identified as a required mitigation measure in the EIR for the On Broadway <br />Retail/Cinema Development. (This mid-block crosswalk will be located approximately <br />fifty-five feet north of the former mid-block crosswalk location on this block.) <br /> <br />City staff sent out Request for Informal Bid packages to three qualified contractors. On <br />February 28, 2006, the following informal bids were received for the project: <br /> <br />1. $37,780.00 - Republic Electric - Novato, CA <br />2. $44,495.00 - St. Francis Electric - San Leandro, CA <br /> <br />We believe that the low bid of $37,780.00 is considered a good and reasonable bid for <br />this work. <br /> <br />Alternative <br />Do not approve the Contract Documents, and do not award the Contract, and direct <br />staff to redesign and rebid the project, or take other action, which would delay the <br />project, and possibly result in failure to comply with the mitigation requirements for the <br />On Broadway Retail/Cinema Development EIR. Considering the anticipated increase <br />of pedestrian activity in the area with the new Retail/Cinema Development, Staff would <br />be very concerned with the safety of this mid-block crosswalk without the warning light <br />system. <br /> <br />Page 1 of 2 <br /> <br />." .--. . ... .". <br /> <br />._...- .-...,.......... _."" ...-.--------.......-....----., <br />
