6.1.J. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 10, 2018 <br />SUBJECT <br />Emergency Sewer Repair on Seaport Boulevard <br />RECOMMENDATION <br />By motion, (1) approve the City Manager's emergency action and determine that <br />repairing the sewer force main without competitive bidding was necessary to respond to <br />the emergency, (2) approve the purchase of sewer repair services and materials from <br />Able Septic Tank Service in the amount of $19,478.86, and (3) find that the activities are <br />exempt from the requirements of California Environmental Quality Act (CEQA) under <br />Public Resources Code Section 21080(b)(4) and CEQA Guidelines Section 15269 — <br />Emergency Projects <br />BACKGROUND <br />On June 19, 2018 at approximately 2200 hours, Kerne America, Inc. (Kerne), contractor <br />for Pacific Gas & Electric, bored a hole on the City's sewer infrastructure in the vicinity <br />of 201 Seaport Boulevard. The estimated 3 -inch diameter hole on the top of the pipe <br />caused an interruption in service within the 10 -inch sewer force main. On-call staff from <br />the Public Works Services Department (PWS) was called in to identify and assess the <br />situation and ensure that wastewater did not enter into the adjacent waters of the San <br />Francisco Bay. <br />PWS staff was able to temporarily route wastewater around the damaged section of <br />pipe and continue wastewater conveyance to the treatment plant. However, staff <br />determined that immediate repairs were necessary as the damage occurred on a larger, <br />pressurized collector line directly downstream of a sewer pump station. The greater flow <br />volume at the location, as well as the proximity to the San Francisco Bay, contributed to <br />staff's recommendation for an emergency repair in order to protect public health and the <br />environment. Staff requested an emergency declaration and approval to waive the <br />public bidding process to recruit Able Septic Tank Service to complete necessary <br />repairs. <br />ANALYSIS <br />Staff apprised City Manager of the event and requested approval for an emergency <br />repair. Pursuant to Resolution 15058, the City Council delegated to the City Manager <br />the authority to waive public bidding in the event that the City Manager declares an <br />
