6.3.A. - Page 3 <br />Items of interest to BAWSCA: <br />1. BAWSCA's oversight role over the San Francisco Public Utility Commission's <br />(SFPUC) 10 -year Capital Improvement Program; <br />2. The procedure to divide available water between the SFPUC and its Wholesale <br />Customers during droughts; <br />3. Extension of the deadline for a decision by San Francisco to make San Jose and <br />Santa Clara permanent customers of the RWS and extend increased water <br />supply to the other permanent Wholesale Customers; and <br />4. Resolution of disputed SFPUC Regional Water System asset classifications. <br />ALTERNATIVES <br />The City Council may elect to not grant this delegation of authority to BAWSCA to <br />negotiate on behalf of Redwood City. However, it is staff's belief that granting the <br />delegation of authority strengthens our position under BAWSCA along with other <br />member agencies during negotiations. Additionally, this action does not approve any <br />changes to the WSA, which remains within the authority of the Council for consideration <br />during the adoption of any amendments resulting from the negotiations. <br />FISCAL IMPACT <br />This delegation of authority does not represent any direct fiscal impact to the Water <br />Enterprise Fund. Further it is BAWSCA's intent that the outcome of the negotiations will <br />be cost neutral to the member agencies, and the City Council will have an opportunity to <br />review fiscal impacts during the adoption of any amendments following the conclusion <br />of the negotiations. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in CEQA Guidelines, section <br />15378, because it has no potential for resulting in either a direct or foreseeable physical <br />change in the environment. <br />V 41 <br />JUSTIN CHAPEL <br />PUBLIC WORKS SUPERINTENDENT <br />
