6.3.B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 10, 2018 <br />SUBJECT <br />Expand the Residential Parking Permit Area "S" to Arch Street and Lexington Avenue <br />RECOMMENDATION <br />Adopt a resolution to expand the existing Residential Permit Parking (RPP) Area "S" in <br />the Mt. Carmel neighborhood, to include Arch Street and Lexington Avenue, and find <br />that the proposed action is exempt from the requirements of the California <br />Environmental Quality Act (CEQA) under CEQA Guidelines Sections 15303 (New <br />Construction and Small Structures) and 15305 (Minor Alterations in Land Use <br />Limitations) <br />BACKGROUND <br />Redwood City's Residential Permit Parking (RPP) program, established in 1985, is <br />codified in Chapter 20, Article 7, Division 11 of the Municipal Code. In Redwood City <br />("City"), the adopted RPP program was designed to discourage long-term parking by <br />people who do not live in the residential neighborhood, and generally limit the number of <br />resident vehicles parked on the street during daytime hours. <br />The City currently has four RPP areas: <br />• Area A located in the Stambaugh -Heller Neighborhood southeast of Downtown <br />• Area B located in the Friendly Acres Neighborhood <br />• Area C which surrounds Sequoia Hospital <br />• Area S which surrounds Sequoia High School <br />The City received a petition requesting that the existing Area "S" RPP program <br />surrounding Sequoia High School be expanded to two additional streets in the Mt. <br />Carmel Neighborhood, Arch Street and Lexington Avenue. The petition was received in <br />March 2018 from residents of both streets. The primary reasons stated for requesting <br />the RPP area is that all the surrounding streets already have the permit program <br />implemented. For this reason long term parkers from the High School and commuters <br />going to the train station park on Lexington Avenue. For Arch Street, the needs are a <br />
