City evaluates the request, assessing issues, impacted areas, potential shift of <br />problem to adjacent areas, likely effectiveness of RPP and parking occupancy. <br />3. City mails surveys to residents and property owners within the proposed area <br />to measure support. <br />4. Proposed permit area is refined by staff to reflect occupancies and survey <br />responses. <br />5. Permit area recommended to City Council for approval. <br />Within those five steps is consistent communication with the neighborhood through both <br />mailed notices and in-person neighborhood meetings. Staff also coordinates with the <br />Neighborhood leads or engaged community members to post information on social <br />media, like Nextdoor. <br />Evaluation Results <br />As part of "Step 2" outlined in the process above, the City collects parking data within <br />the potential RPP area. This data collected for this area is as follows: <br />• 30 addresses included in the proposed RPP area <br />• Average parking occupancy in the area at 7:30 a.m. was 87% and 91 % at 10:00 <br />a. m. <br />• Parking occupancies on the individual streets ranged from 78% to 100% <br />throughout weekdays <br />Given the high daytime occupancy rates in the subject area, staff moved to the next <br />step in the process. As noted above in "Step 3," the City sends out a survey to residents <br />and property owners to measure support of a potential program. A letter and survey <br />were sent to residents and owners within the proposed area during April 2018, asking if <br />they are supportive to the installation of permit parking on their street. Residents were <br />given a month to respond. <br />The results are as follows: <br />• 15 responses to the mailed survey — 50% response rate <br />• Responses to survey: <br />o No — 1 (7%) <br />o Yes — 14 (93%) <br />o No opinion — 0% <br />
