6.3.B. - Page 5 <br />If approved, staff will begin implementing the expanded RPP area immediately. This <br />includes notifying residents, posting notices in the neighborhood, installing the <br />appropriate parking signs, and issuing permits to residents who live within the area <br />boundary. Implementation will take approximately three months. The expanded RPP <br />area will be included in the existing RPP "Area S." <br />Enforcement <br />Enforcement of the new parking regulations will begin once all the new parking signs <br />are installed and residents have had at least two months to obtain parking permits. <br />If adopted, vehicles without a permit will be able to park for a maximum of two hours in <br />RPP Area "S." For the first month of implementation, the Police Department will issue <br />warning citations to first-time violators who park longer than two hours without <br />displaying a valid residential parking permit. Repeat violators will receive a citation. Per <br />the Municipal Code, the standard hours of enforcement are Monday through Friday <br />(except holidays), from 7:00 a.m. to 6:00 p.m. <br />Given the relatively limited area covered by the proposed time limit, the Police <br />Department will enforce the time limits with existing staff resources. Once established, <br />RPP areas are typically enforced on a complaint basis, when staff are not addressing <br />high-priority public safety calls. <br />ALTERNATIVES <br />The City Council may choose to not adopt the proposed Resolution, leaving the streets <br />as they are today. <br />FISCAL IMPACT <br />The cost to install the parking signs and to purchase new permits should be less than <br />$6,000 and would be paid from the General Fund operating budget. Planned <br />enforcement will be periodic and use existing budgeted resources. Police officers who <br />are on patrol duties will respond to community requests for enforcement during periods <br />when they do not have any public safety demands. <br />ENVIRONMENTAL REVIEW <br />As the lead agency under CEQA, the City of Redwood City has determined that adding <br />parking time limits is categorically exempt from further review under CEQA Guidelines <br />Sections 15303 — New Construction and Small Structures and 15305 — Minor <br />
