6.3.C. - Page 2 <br />ANALYSIS <br />The Study and Analysis is the first phase in the Redwood City Ferry Project with the <br />overall objective of developing recommendations for the City Council and Port <br />Commission to determine whether ferry construction and service is viable. The Study <br />and Analysis will address the following areas: <br />Financial Feasibility Study <br />• Explore potential near-term and long-term <br />ferry routes <br />• Estimate capital costs and funding sources <br />• Estimate operating costs and funding <br />sources, including non farebox revenues <br />• Evaluate implications of WETA route <br />expansions to funding availability for a <br />Redwood City ferry service <br />• Conduct market analysis to quantify potential <br />ridership, travel times relative to alternative <br />modes, potential fare levels, and estimated <br />farebox revenue <br />• Identify potential private partnership <br />opportunities <br />Cost -Benefit Analysis <br />• Identify and quantify local and <br />regional benefits <br />• Quantify years to return on <br />investment <br />• Assess ferry service and <br />terminal's potential to induce <br />development <br />The City, in coordination with the Port of Redwood City (Port), is in the process of <br />releasing a Request for Proposals to conduct the Study and Analysis. Once the <br />agreement between the City and the TA executed, the City Council will consider <br />awarding a contract to a consultant team to conduct the Study and Analysis. Since the <br />City serves as the Measure A funding project sponsor, the City will act as the leading <br />agency in authorizing and managing the consultant contract for the Study and Analysis. <br />However, City staff will work closely with Port staff when reviewing the consultant <br />proposals, prior to making a recommendation to the City Council. <br />Upon study completion, it will be presented to the City Council and the Port Commission <br />for their direction on next steps. Assuming a favorable review, staff would develop a 10 - <br />year business plan. Should City Council and the Port Commission direct staff to pursue <br />
