<br />REPORT <br /> <br />78 <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br /> <br />March 27, 2006 <br /> <br />Subject <br />Engine Company 9 Service Impact Report <br /> <br />Background <br />On February 6, 2006, council requested fire department staff to prepare information <br />about Engine 9 based on three questions; <br /> <br />With the completion of major projects in Downtown Redwood City, will leaving E9 <br />in its current deployment configuration (104 out-of-service 24-hour shifts <br />annually) place the community at greater risk? <br /> <br />What will the impact to fire services be when the downtown theater project and <br />courthouse plaza projects are completed? <br /> <br />What are some of the impacts of having E9 out-of-service? <br /> <br />Fire department staff utilized a combination of historical data, performance measures, <br />and personal experience to develop this report to council regarding the issues <br />surrounding E9. Staff also contacted representatives in other agencies to identify their <br />service projections for companies that had also been affected by budget reductions. <br /> <br />In FY03/04, E9 was removed from service 60 24-hour shifts. In FY04/05, E9 was <br />removed from service 104 shifts, and in FY05/06, E9 will be removed from service 104 <br />shifts. The E9 capacity reduction strategy occurred only after the elimination of three <br />firefighter positions and all other supplies & services cuts had been defined. <br /> <br />Discussion regarding the impact of having E9 out of service centered around the <br />revitalization of downtown Redwood City in the form of the Court House Plaza and <br />Theater complex projects. Each of these projects was launched prior to reductions of in- <br />service time for E9. In the case of the theater complex, the Environmental Impact <br />Report was completed prior to the E9 reduction. Reinstatement of E9 capacity to the <br />level that existed prior to August 2003 does not add new positions or replace the three <br />firefighter positions eliminated in FY 03/04. <br /> <br />Discussion <br />On-duty fire companies in Redwood City provide; <br /> <br />Emergency Response <br />Training & Education <br />Administrative Capacity <br />Disaster Preparedness Capacity <br />
