Within this area there are 1488 parking meters and Page 3 <br />approximately 200 timed zones of various durations. <br /> <br />The master parking plan currently under development for the improved Central <br />Business District will call for significant modifications to the police department's parking <br />enforcement procedures. The plan calls for the removal of conventional meters from <br />select locations, the addition of conventional meters in several areas that were <br />previously unregulated by parking meters or zones, the addition of three "Pay-on-Foot" <br />off-street parking areas, and the addition of numerous computerized "Pay-by-Space" <br />meters to regulate both on and off-street parking areas. The most significant impact to <br />police services will be the expansion of meter enforcement hours from the current 9:00 <br />a.m. to 6:00 p.m. Monday through Friday to 10:00 a.m. to 10:00 p.m. seven days a <br />week. Though the size of the downtown parking zone subject to enforcement on nights <br />and weekends will be reduced in size, parking enforcement personnel will still be <br />required to monitor the area after the traditional hours of operation. The Police <br />Department anticipates hiring one additional Parking Enforcement Officer to provide <br />coverage during the evening hours, while the hiring of two additional Parking <br />Enforcement Officers will be required for the weekend hours of operation. <br /> <br />Sworn Officer Staffing <br />Cities that have understaffed their initial response to these types of developments have <br />endured some disruptive and criminal behavior and the image of their city to potential <br />patrons suffered as a result. Police staffing levels will differ somewhat during the <br />opening phases of the overall development. The opening of retail establishments <br />anticipated in the spring should require only a modest increase in police presence and <br />may be accomplished with existing police resources. With the opening of the Cinema <br />expected in June/July, however, we believe that the police presence should be <br />significantly increased. <br /> <br />It is recommended that a minimum of two officers be assigned to the area on an <br />overtime basis from 6:00 p.m. until midnight, Mondays through Thursdays. The number <br />should increase to three officers from noon until midnight on Fridays, Saturdays and <br />Sundays. These hours will be adjusted, as needed depending on observed peak times <br />of activity. <br /> <br />This core staffing will be augmented to some degree by both the Street Crime <br />Suppression Team (SCST) to mitigate gang activity in the area as well as the <br />Community Coordinating Activities Team (CCAT) officers to liaison with business <br />proprietors. <br /> <br />Supervision of the additional staffing can be accomplished with existing supervisory <br />personnel. <br /> <br />This staffing commitment may well be reduced, particularly during weekdays, but is an <br />estimate for staffing requirements for the first month of operations. Weekday staffing <br />will continue on an as needed basis after the first month while weekend staffing will <br />continue indefinitely. The staffing will be supplemented when possible with Reserve <br />Police Officers. The Police Department is also in the process of establishing a <br />Volunteers in Policing (VIP) group that will provide a uniformed presence in the area to <br />observe and report suspicious behavior. <br />
