<br />6-1C <br />Page 3 <br /> <br />These significant agreements are expected to span multiple years as the City Council <br />guides the overarching project to completion, and will complement City staff who will be <br />working on the project, but who cannot be allocated full time to the effort. Kennedy/Jenks <br />will provide the technical resources to design and construct the distribution (piping) system <br />for the Skyway and Seaport Areas. Staff will return at various project milestones with <br />recommended amendments to each agreement, in order to continue the work as planned. <br /> <br />Alternative <br />The work included in the scope of services could be provided by adding City staff. <br />However, this would entail at least six months of delay in the project, and would result in a <br />staff down-sizing at the end of the project phase. Staff believes that Kennedy/Jenks <br />readiness to move quickly on the basis their work to date is a key efficiency factor. <br /> <br /> <br />Fiscal Impact <br />The Water Financing Plan - 2006 Update was approved by the City Council on January <br />23, 2006, concurrent with the Council's authorization to issue a second series of Water <br />Revenue Bonds to finance the construction of Phase 1 of the Recycled Water Project. <br />Bond proceeds in the estimated amount of $26,000,000 were deposited into the project <br />trustee account the first week of March, 2006.
