<br />6-1E <br />Page 2 <br /> <br />the EIR will save developers time and money, and thereby facilitate and expedite development <br />in the downtown. <br /> <br />Schedule <br />It is estimated that it will take approxímately 5 months from the approval of the agreements to <br />complete the draft EIR with public hearings beginning sometime in the summer. In the <br />meantime, staff is working with the urban design consultant, Freedman Tung & Bottomley, (FTB) <br />to prepare the final draft Downtown Precise Plan. <br /> <br />Fiscal Impact <br />The EIR contract with Wagstaff and Associates will be funded by the Redevelopment Agency as <br />part of its Downtown Funding Plan and capital budget. The Agency will also fund $85,000 of the <br />cost of the Nolte Associates contract with the balance of $39,452 coming from the Water and <br />Sewer Enterprise Fund. At the City Council meeting on February 27, the Council also requested <br />a detail accounting of all the funds expended to date on the Downtown Precise Plan. That <br />information is provided in a separate memo from the Redevelopment Director. <br /> <br />Also as mentioned at the City Council meeting on February 27, staff plans to create a <br />reimbursement program for the cost of both the EIR and the Downtown Precise Plan based on <br />anticipated cost savings to developments from the EIR. There is a significant upfront City cost of <br />preparing the EIR and Precise Plan which will result in substantial cost savings to each <br />developer as they avoid the substantial cost of preparing an environmental analysis for each <br />individual project. The City Council authorized staff to investigate such a reimbursement <br />program and return at a future date with a proposal. Staff has begun that work. <br /> <br />The City may also have to develop a program of advanced funding for some of the infrastructure <br />improvements needed to implement this Plan.
