6-1F
Page 1

:REPORT

To the Honorable Mayor and City CouncU
From the Ci:t " M.atl~er

March 27, 2006

Subject
The purchase of 16 pole-mounted speed display signs for placement in school zones.

Recommendation
City Council authorize the purchase of 16 pole-mounted "Speed Check" speed display
signs from the Information Display Company for placement in school zones. The signs
will cost $75,996 and are fully reimbursable through our current Office of Traffic Safety
grant # PS0628.

Background
On October 1, 2005, the City of Redwood City was awarded a grant from the California
Office of Traffic Safety (OTS) for $141,142.00. The grant was titled Pedestrian Safety!
School Zone Speed Enforcement. A portion of the grant authorizes the purchase of 16
pole-mounted radar boards (speed display signs) for use in designated school zones.
The signs would be placed near schools and would advise motorists of their speed as
they enter the school zone. Additionally, portions of the grant will also cover police
overtime expenditures associated with special speed enforcement operations
scheduled to take place on streets adjacent to school zones or in areas of heavy
pedestrian traffic. These special enforcement operations are designed to increase
motorist awareness and should serve to reduce the overall number of speed-related
collisions within the City of Redwood City.

Alternatives
Decide not to purchase the speed display signs at this time. This action will cause the
loss of an opportunity to purchase the signs with OTS grant funds, and any future
purchase would be made at City expense.

Fiscal Impact
None. The purchase price of the speed display signs is 100% reimbursable by the
California Office of Traffic Safety per the terms of the grant.

Attachments
Attached are three bids for comparable pole mounted radar boards from Information
Display Company (recommended), Fortel Traffic, Inc., and 3M.

Vðft\ ìrJ uj¿j( ~
Dan Mulholland
Police Sergeant

CJYI ~

Carlos G.
