<br />7A <br />Page 1 <br /> <br />REPORT <br /> <br />TO the Honør:able MayC)t and Oity ObuJî,ci:~ <br />Fro,m. the: City Manager <br /> <br />March 27, 2006 <br /> <br />Subject <br />Missed Collections by Allied Waste Industries <br /> <br />Recommendation <br />It is recommended that Council direct staff to: 1) continue maintaining a database of <br />complaints of missed collections of solid waste, recycling, and yard waste by Allied Waste <br />Industries; 2) develop a method of periodically conducting inspections to verify such <br />complaints; and 3) continue working with the staff at the South Bayside Waste <br />Management Authority (SBWMA) to pursue remedies to such complaints. <br /> <br />Background <br />On January 1, 2000, City of Redwood City entered into a franchise agreement with BFI <br />Waste Systems of North America, Inc., now Allied Waste Industries (Allied), and granted <br />the exclusive right and privilege to collect, transport. process, and dispose of solid waste, <br />residential recyclable materials, and residential yard waste materials accumulating in <br />Redwood City. <br /> <br />According to the franchise agreement, the services to be provided by Allied are to be <br />accomplished in a thorough and professional manner so that the residents and businesses <br />are provided reliable, courteous, and high quality service at all times. Allied is required to <br />collect solid waste not less than once per week. Prior to February 2006, Allied chose to <br />service Redwood City residents mostly on Tuesdays and Wednesdays. Being in Redwood <br />City area only twice a week created some operational inefficiencies for Allied. <br /> <br />Collection Schedule Change <br />In an effort to provide more efficient and cost-effective service to the residents, Allied has <br />changed the day of the week it provides garbage, recycling, and yard trimmings collection <br />service to its customers. Under the new routing arrangement, Allied is attempting to have <br />collection vehicles in each city every day of the week. One of the advantages of this <br />change is to provide a faster response time to its customers for extra, missed, or special <br />pick-ups. This system-wide (throughout the entire SBMWA service area) service change <br />started on Monday, February 6,2006. <br /> <br />Beginning on Monday, January 16, 2006 and through February 20,2006, Allied conducted <br />an information campaign to inform the customers of this change; however, there were still <br />some Redwood City residents who claimed they were not notified. <br /> <br />Allied received 902 calls for missed pick-ups over a two-week period starting February 6, <br />2006 through February 17, 2006. Of those calls 728 were from the residents whose <br />service days were changed, and174 were from the residents who did not have a change in <br />their service day. <br />
