EXECUTIVE SUMMARY <br />D <br />On October 22nd, 2007, the Redwood City Council unanimously <br />approved Ordinance 2318, "Park Impact Fees," and Ordinance <br />aD <br />2319, "Park Dedication Requirements", requiring that residential <br />cD <br />impact fees be assessed on residential development projects for the <br />specific purposes of developing parkland and/or improving park and <br />recreation amenities for the public good. Impact fees are separate <br />from the City's General Fund. In the consideration for funding to <br />construct Downtown public park(s), the City will apply the use of <br />these restricted development fees. In early 2017, Redwood City <br />Council held a Study Session regarding the implementation of the <br />Downtown Precise Plan (DTPP). During this meeting it determined <br />that a high priority needed to be placed on Goal #3 of the DTPP: "to <br />create a network of great public open spaces." <br />The City owns several Downtown properties, including City Hall, the <br />Downtown Library, Fire Station 9, and several active public parking <br />facilities. In 2017 the City entered into an RFP process to select a <br />consultant team to evaluate several of these City -owned properties <br />for possible redevelopment into a public park. The project was <br />eventually awarded to SERA Architects who worked alongside the <br />Parks, Recreation and Community Services Department (PRCS) to <br />kick-off the project by conducting a preliminary site assessment of <br />the selected City -owned properties.
