V PROPOSED NEAR-TERM SITES <br />The following sites were proposed for near-term park development consideration based on an evaluation of their opportunities and constraints, potential park development <br />costs, and their ranking under a series of Evaluation Criteria: Safety & Vibrancy, Circulation & Connectivity, and Potential for Program (see Appendix, Section IX). Using <br />these criteria, the consultant team and the City came to the conclusion that Sites 02, 03, and 06 have the most potential, and would be most suitable for further analysis. <br />Sites 01, 04 and 05 were not selected to move forward for near-term development, but are detailed in Chapter V of this report. Library Lot B was another site that was not <br />selected to move forward for near-term development because City Council did not see a park as the highest and best use for the site and because of other constraints with <br />grading, utilities and vehicle ingress/egress. <br />Site 02: <br />Library Lot A/Roselli Park <br />Bounded by Middlefield, Main Street, and Jefferson <br />Avenue, Library Lot A/Roselli Park is centrally <br />located adjacent to the Library, and across the <br />street from restaurants, housing, and City Hall. <br />Library Lot A currently functions as a parking lot <br />with 51 spaces. Adjacent to Lot A is Roselli Park, <br />a space relatively hidden from public view by large <br />trees and mounded landscaping, which create a <br />space where undesirable behavior occurs. The two <br />sites are relatively disjointed with one another, and <br />feel fairly separate from the plaza in front of the <br />Library. <br />24 SEPTEMBER 2018 <br />Site 03: <br />City Hall/Main Street <br />Bounded by Middlefield, Main Street, and Jefferson <br />Avenue, Library Lot A/Roselli Park is centrally located <br />adjacent to the Library, and across the street from <br />restaurants, housing, and City Hall. <br />Library Lot A currently functions as a parking lot with <br />51 spaces. It is mostly outside of the <br />Downtown Core, and crosses underneath Veteran's <br />Boulevard en route to Highway 101.
