SITE 03: CITY HALL/MAIN STREET <br />Opportunities and Constraints <br />Opportunities <br />• Proximity to key commercial streets and active urban frontages <br />• Large site has potential to accommodate a wide variety of activities <br />and characters <br />• Flexibility to have shared space; sometimes parking stalls and <br />sometimes plaza/event space <br />• Potential to create North-South pedestrian link between Library, City <br />Hall, Downtown, and Marshall Street Garage <br />• Central Downtown location <br />Site Summary <br />Because it is so central within Downtown, this site represents an <br />excellent opportunity for pedestrian connectivity from North to <br />South. However, there are some surrounding buildings that have no <br />active frontages facing the site, creating potential safety problems <br />due to lack of eyes on the potential park. <br />This site also has the potential for flexible parking arrangements. <br />For example, some of the parking could remain and only a portion of <br />the lot could be turned into a park - especially if paired with targeted <br />24 SEPTEMBER 2018 <br />0AaGZ0]I0Z.9:4oil ►1*_1C71:1ilk] A I&I19*1 <br />Constraints <br />• Limited eyes on park <br />• Adjacent to backsides of buildings and blank facades, resulting in <br />limited visibility from adjacent buildings <br />• Would displace downtown parking and service loading zones <br />• Existing large underground utility vaults and parking lot, storm drain, <br />electrical, and irrigation utilities may require relocation due to grade <br />adjustment <br />• Potential elimination of up to 79 existing parking spaces if either the <br />Recommended Option or the Alternate Option were to be executed <br />• May be difficult to plant trees due to location of existing culvert <br />building improvements. Or some portion of the existing lot could <br />stay parking during the week, but be converted to a market or event <br />space on evenings/weekends, etc. <br />The large size of the site offers the opportunity for a variety of <br />activities to establish a vibrant, centrally -located node, perhaps <br />including a jewel box concession stand, food cart court or picnic <br />area.
