VI MID/LONG-TERM SITES <br />Future Development <br />SITE 01: Winslow Street <br />1.1 acres <br />Parking Spaces: 46 <br />Bounded by Winslow and Hamilton Streets and the <br />Caltrain line, this site is adjacent to two new <br />developments as well as the Fox Theater. It has <br />recently been used as a construction staging area. <br />During public hearing on March 12, 2018, the City <br />Council discussed whether a public park is the <br />highest and best use for this site, and therefore <br />decided to not move this site forward for near-term <br />development. At that same time, Council requested <br />that other uses for the site should be studied by <br />the City, including a potential affordable housing <br />complex. Itwas also noted atthe public hearingthat <br />there are safety concerns with the site given the <br />amount of street frontage it has and that noise would <br />bean issue fora public park given its proximity to the <br />train depot. Given all of these reasons expressed by <br />Council, it was determined that Site 01 would not <br />progress to Phase 2 of the Downtown Parks Site <br />Assessment and Feasibility Study. <br />24 SEPTEMBER 2018 <br />SITE 04: Marshall Street Garage <br />1 acre <br />Parking Spaces: 118 <br />Site 04 is the top deck of the publicly -owned <br />Marshall Street Garage. It is bound by Jefferson, <br />Marshall, Main, and Broadway. Although this site <br />is in a good location, there are many obstacles to <br />redeveloping this site as a public park. The retrofit <br />required to meet ADA compliance would be a great <br />cost, and because it is at the top deck of a parking <br />garage, there could not be constant "eyes on the <br />park". To make this space successful, it would need <br />to be highly programmed and carefully managed, <br />perhaps by a private entity with a great vision for the <br />space, although this type of tenancy could potentially <br />compete with other Downtown activities, such as <br />those happening at Courthouse Square. These <br />obstacles merit more consideration and study, <br />and consequently Site 04 was not progressed onto <br />Phase 2 of the Downtown Parks Site Assessment <br />and Feasibility Study. <br />SITE 05: Spring Street <br />5 acres <br />Parking Spaces: N/A <br />The smallest of the six sites that were under <br />consideration in the original study, the Spring <br />Street site is bound by Marshall, Main, and <br />Walnut, and is located across the street from <br />a new housing development. It is currently <br />characterized by an island of underutilized green <br />space, although the site also includes the portion <br />of Spring Street between Walnut and the Main/ <br />Marshall intersection. The Precise Plan calls for <br />the removal of Spring Street when the street grid <br />is restored, but the site could be redeveloped as <br />a public park if the adjacent Wells Fargo property <br />were ever redeveloped. During the public hearing <br />on March 12, 2018, the City Council chose to not <br />progress Site 05 onto Phase 2 of the project given <br />its existing size, location and because the best <br />outcome for a successful park at this location is <br />tied to the redevelopment of the adjacent parcel. <br />57 <br />ON <br />v <br />cQ <br />(D <br />M <br />rn <br />
