III COMMUNITY ENGAGEMENT SUMMARY
1. Conduct a study to assess implementation of a downtown shuttle program that routes
from Redwood City neighborhoods to downtown.
2. Invest and improve bicycle facilities such as dedicated bike lanes, boulevards and routes
that could increase the number of residents who bike to downtown and therefore lower
the number of residents that depend on parking when traveling to downtown.
3. Implement future parking initiatives such as discounted monthly permits for parking in
downtown parking structures (i.e. Marshall Street Garage) that could assist residents
that live downtown where parking is limited in their building.
4. Implement a downtown business ampioyee parking program that could help offset the
cost of parking while leaving more convenient, shorter term parking for patrons.
These ideas and suggestions will necessarily be part of subsequent initiatives, mitigation
measures and design of the future park(s) which the community has indicated a preference for a
passive, lightly programmed, well connected and sized, green park. If the three sites were to
develop in accordance with the diagrams in the report, concurrently with the development of the
HWY 101 Undercrossingand aversion of the proposed bicycle network in the City-wide
Transportation Plan, a new corridor would be created that stretches from the southern end of
Downtown [at Roselli Park] to the Bay Trail. PRCS and SERA believe that if Council does
recommend that the three sites (Site 02, 03 and 06) move on to the next phase of the detailed
design process. Council would then advance in achieving Goal 93 of the Downtown Precise
Plan "to create a network of great public open spaces."
The next step in the creation of a downtown park requires a Request for Proposal (RFP) for
professional design services for the design of future Downtown parks and urban recreation
corridors and most include a comprehensive, inclusive community engagement component as
part of the design phase.
APPENDIX
24 SEPTEMBER 2018 97
