The site also has the potential to serve as an anchor point <br />for a North-South pedestrian link between Library, City Hall, the <br />Downtown Core, and the Marshall Street Parking Garage. There are <br />also mixed-use and office buildings across Middlefield that could <br />potentially activate the park if programmed correctly. <br />VII SITE ASSESSMENT <br />Opportunities and Constraints <br />Constraints <br />• Limited eyes on park <br />• Limited adjacency to Core Streets <br />• Adjacent to blank side of Library and parking on three sides <br />• Significant storm drain, water, and electrical utilities may need to be relocated <br />• Utilities may need to be adjusted to grade at driveway closure on Middlefield <br />• Potential elimination of up to 201 parking spaces <br />• Access to and from the site is difficult along Middlefield <br />But because the site holds many parking spots for Downtown, and <br />because of the City's parking agreement with the adjacent theater, <br />the potential with this site could be limited to the NE corner.
