APPENDIX <br />Site 03: City Hall/ Main Street <br />Opportunities <br />• Proximity to key commercial streets and active urban frontage <br />• Large site has potential to accommodate wide variety of activities and <br />character <br />• Flexibility to have shared space- parking at some times and plaza <br />others <br />• Potential to create North-South pedestrian link between Library, City <br />Hall, downtown, and parking garage <br />• Central downtown location <br />• Potential to daylight creek <br />Site Summary <br />Because it is so central, this site represents an excellent opportunity <br />for pedestrian connectivity from North to South. However, some <br />of the buildings that surround the site do not address it, creating <br />potential safety problems due to lack of eyes on the potential park. <br />This site also has the potential for use flexibility. For example, some <br />of the parking could remain and only a portion of the lot could <br />be turned into a park - especially if paired with targeted building <br />VII SITE ASSESSMENT <br />Opportunities and Constraints <br />Constraints <br />• Limited eyes on park <br />• Adjacent to backside of building and blank facades (no eyes on <br />streets) <br />• Would displace downtown parking and service loading zones <br />• Large underground utility vaults and parking lot, storm drain, electrical <br />and irrigation utilities may require relocation due to grade adjustment. <br />• Potential elimination of up to 165 parking spaces <br />• May be difficult to plant trees due to location of culvert <br />improvements.
