APPENDIX <br />Site 04: Marshall Street Garage <br />1W 1 <br />Opportunities <br />• Proximity to downtown Core Streets <br />• Proximity to active urban frontage <br />• Parking deck has potential to accommodate special events <br />• Potential to create north south pedestrian link between the library, <br />City Hall, downtown and parking garage. <br />Site Summary <br />There are no eyes on the park, and no connection to the active <br />urban streets surrounding it. Although it has great views, a great <br />potential for North-South connectivity, and is in a good centralized <br />location, this site could cost a great deal to bring into ADA <br />compliance and re -purpose as a public park. <br />There are many potential pedestrian connections and key <br />intersections near this site, and many active frontages which could <br />potentially contribute to an active park site. <br />VII SITE ASSESSMENT <br />Opportunities and Constraints <br />Constraints <br />• At the top deck of the parking garage there are no eyes on park <br />• No connection to active urban frontage <br />• Difficult access via elevator or numerous flights of stairs <br />• ADA non-compliant due to upper deck cross slopes above 5% <br />• Potential elimination of up to 118 parking spaces <br />• Parking agreement with the Theater restricts elimination of parking <br />spaces from garage <br />Because this site is at the top deck of the parking garage and there <br />are no eyes on the park, it would need to be a highly -programmed <br />and carefully managed space- which may best be operated by a <br />private concessionaire with a true vision for the space. <br />This type of programming could also potentially compete with <br />other Downtown activities, such as those happening at Courthouse <br />Square. <br />24 SEPTEMBER 2018 139 <br />N <br />W <br />
